Free public education in the United States was first established in the mid-17th Century in Boston, Massachusetts, to enable children in that colony to read the Bible and receive basic information about their faith. In the centuries since, the concept of free public education became a pillar of American culture, advanced over time through countless theories and concepts and, eventually, by law. The earliest advocates of free public education, such as Benjamin Franklin, and Horace Mann and John Dewey recognized that an expanding union required a literate population to grow and compete both internally and on the world stage.
Today, almost 400 years later, we are faced with a free public education system in crisis in an unprecedented worldwide “information age.” In fact, U.S. statistics reveal that 19% of our high school graduates cannot read and that 85% of juveniles who interact with the U.S. juvenile court system are considered functionally illiterate. It is mandatory that impediments to successful K–12 teaching and learning are identified and acted on at once.
